When you’re eating a piece of torte, cheesecake or pie, you don’t want to take the chance it’s on a dirty dish or that it was prepared by someone who hasn’t washed their hands properly.

The province’s Health Department was forced to shut down Baked Expectations on Sept. 20, when inspectors discovered the Osborne Village mainstay restaurant had been operating without hot water.

The restaurant was allowed to reopen the next day, after the hot water heater was fixed or replaced.

Mike LeBlanc, veteran health inspector and manager with the health protection unit, said it wasn’t a case of his inspectors stumbling into the place and discovering the hot water heater was broken.

“We received a complaint the day before and we went there the next,” LeBlanc said Thursday. “There was no hot water at all.”

LeBlanc said inspectors have flexibility in such cases.

“It really depends on the situation,” he said. “How long it has been out? Is there a person there repairing it? But what it means when there is no hot water is they wouldn’t be doing proper handwashing and cleaning.”

No illnesses were reported, he said.

No one from Baked Expectations returned a call from the Free Press.

The restaurant was one of six restaurants and food service establishments in Winnipeg and eight elsewhere in the province to be closed for health violations since July when the Free Press last reported the provincial lists of closures, fines and convictions.

As well, there were 13 swimming pools, wading pools and whirlpools closed for violations during the same time period.

Provincial health officials say every year 45 field inspectors fan out to check all 9,500 food establishments in the province. Because there are some deemed to have higher risks, the number of individual inspections is estimated at more than 17,000.

The field inspectors check not only restaurants, grocery stores and swimming pools, but also tattooing and body-piercing parlours, mobile food carts and trucks, summer camps and festivals and farmers markets.

LeBlanc said a very small percentage of restaurants and pools are closed or are charged with health violations, and the people running them should know better.

“We offer food-handling training programs,” he said. “The onus is on you to shut down when you have no hot water. Do the right thing and close down yourself.

“You don’t have to wait for us.”
